is there any way one create hair style or modify or just could use hair style from outside source & use it in game?
i really want hard.. a Blond hair style (any of them) please :-\

Have you tried the Hair Styler add-on? It will allow you to colorize hair, etc.

Aside from that, there is no way to use external hair styles that haven't been made for the sim.
