If you want to try your hand at modding, download Gimp(www.gimp.org). It is a free and very user friendly program (kinda like photo shop,but easier to use). try it out and let me know how you like it.

I did get gimp and I am playing around with it, never used photo shop. I have done some modding with SIMS2 however. This is a different animal

 I am at best a novice when it comes to modifying, thus I have been downloading some characters and clothing from the forum here. I have, however put some characters in the user created section, albeit they are through the character mod and  the permiator mod. My thanks goes out to the creators of the following characters
